Fritch's technical codes article adopts the International Building Code, 2003 edition, and the International Residential Code, 2003 edition, along with the State Energy Code under Texas Health and Safety Code section 388.003. The permit fee is $1.00 for each 100 square feet of the proposed project with a $15.00 minimum, set by Ordinance 480 adopted 20 March 2007.

A $15 minimum permit fee and a 2003 code edition is a genuinely distinctive combination, and it is twenty two years behind Canyon. The city website references a code of ordinances but publishes no permit forms or fee page, so the current form is requested by phone.

What we do with that: build to the current standard regardless. The 2003 IRC does not change the physics of uplift, and a structure that satisfies a modern design wind speed satisfies an older code by definition. The older edition affects the paperwork, not the engineering.

The ground

River breaks, and the survey names the town

The 1976 Hutchinson County soil survey states that the Dallam-Urban land complex is mapped within Stinnett, Fritch and Phillips. That is one of very few places where a survey names a town directly, so the mapping under Fritch is better established than most.

Dallam soils are the deep, noncalcareous, loamy soils of the Dallam-Dumas association along the Canadian River drainageways, about 7 percent of the county. This is not the high-clay Sherm hardland, which is a separate 21 percent of the county, and it is not the deep Pullman of Pampa or Tulia. The survey makes no shrink and swell statements for any Hutchinson County unit.

The terrain is the other half of the story. The Canadian River cuts canyons and draws through the otherwise flat High Plains here, and the town sits on a flat pad surrounded by broken terrain. Fritch is the one town in this service area where river breaks is the accurate word for the landscape, and it means access, grade and drainage vary sharply from lot to lot.

On the record

A 1992 F4 and a 2014 wildfire

On 27 June 1992 a mile-wide multi-vortex F4 tornado struck the Fritch area, causing major damage and seven injuries with no fatalities. On 11 May 2014 a fast-moving wildfire destroyed roughly 100 structures and forced the evacuation of the town. On 1 May 2022 measured wind gusts of 60 mph and 62 mph were logged between 7:55 and 8:02 pm.

The wildfire is the one worth thinking about when specifying an outdoor structure here. Materials, clearances to vegetation and where a fire feature sits relative to the prevailing wind are not abstract questions in a town that evacuated inside living memory.

The market

A commuter town in canyon country

Fritch is unlike every other town in this service area because it is a bedroom and commuter community rather than an agricultural one. Residents commute to Pantex, ConocoPhillips and Agrium. Lake Meredith is about two miles northwest and Alibates Flint Quarries National Monument about ten miles southwest.

Median home value is $132,300. The ACS median household income figure is $88,750, nominally the highest in this service area, but the margin of error is plus or minus $23,270, which is enormous, so we will not headline it. Per-capita income is $39,041. There are 765 households in 967 housing units, about 21 percent slack, and the median age is 38.8.
