Happy is an incorporated town, incorporated in 1925 with P. J. Neff as its first mayor. The town is in northern Swisher County with its borders extending into Randall County, so it straddles two counties and two appraisal districts.
We could not locate a municipal website, and no building permit programme, adopted code edition, ordinance number, fee schedule or building official could be confirmed. As elsewhere, that means nothing is published rather than nothing is required, and Texas Local Government Code section 214.212 makes the IRC the residential building code inside the municipality regardless.
Because Happy straddles a county line, the address rather than the town name determines which county records apply, which is worth establishing early on any job here.
The ground
The 1974 Swisher County soil survey maps three associations, the first of which is the Pullman association: deep, nearly level to gently sloping, very slowly permeable loamy soils of the uplands. The other two are Mansker-Estacado-Bippus and a rough broken land and Berda unit.
The survey does not mention Happy by name, so the specific unit under the town is not established. The county-dominant upland soil is Pullman, and the survey states the practical consequence plainly: users see that streets, road pavements and foundations for houses are cracked on a named kind of soil, and they relate this failure to the high shrink and swell potential of the soil material.
Pullman's official series description confirms the vertic behaviour: linear extensibility 6 to 9 cm in the top metre, with cracks 5 mm or wider extending from the surface to 84 cm.
On the record
On 13 March 2021 an EF2 tornado with 115 mph winds tracked from Happy into Palo Duro Canyon across Swisher and Randall counties between 3:15 and 4:00 pm, part of an eight-tornado day across the Panhandle. An EF0 at 85 mph west of Wayside crossed the same two counties shortly after.
We could not verify a dated hail event specific to Happy and will not invent one. The regional condition applies: 108 mph ultimate design wind speed, open terrain exposure on most lots, and hail making up about 68 percent of all severe reports across the Amarillo forecast area.
The market
Happy is named for Happy Draw, so called because cowboys were elated to find water there, and the town slogan is the town without a frown. When the Santa Fe bypassed the original 1891 settlement in 1906, promoters simply moved the town two miles west to reach the tracks; the post office followed in 1907, and grain elevators formed the skyline by 1940.
Owner occupancy is 82.7 percent, with 186 owner-occupied units among 225 occupied. We are not going to publish the ACS income or home value figures as facts: the margin of error on median household income is 79 percent of the estimate and on median home value about 60 percent. For a town this size those numbers are indicative at best.
Water scarcity is a documented local constraint. As of 2011 the population was reported declining about 10 percent a year because of water shortage, and the former Attebury Grain storage facility was added to the EPA Superfund list in 2009.
