Vega is an incorporated city, incorporated in 1927 with a mayor and commission form of government, and the county seat of Oldham County since a special election moved it from Tascosa in 1915.
We could not locate a municipal website. The Oldham County site does not link one, the chamber of commerce site does not link one, and the obvious domains do not resolve. As a result the building permit programme, adopted code edition, ordinance number, fee schedule and building official are all unverified.
What we will not say is that no permit is required. Texas Local Government Code section 214.212 makes the International Residential Code the residential building code inside a Texas municipality by statute, and the absence of a website is not evidence of the absence of a permit counter. The right move is a phone call to City Hall, which we make before quoting.
The ground
The 1980 Oldham County soil survey maps nine general units: Quay-Burson-Glenrio, Mobeetie-Veal-Berda, Pullman, Amarillo-Acuff, Mobeetie-Tascosa, Olton-Acuff, Estacado-Posey, Likes-Tivoli and Potter-Mobeetie. It names Vega only for its location and its weather station, not for a map unit, so the specific unit under the town is not established.
What the survey does say, in its own words, is worth quoting: the high shrink and swell potential, high risk of corrosion to uncoated steel pipe, and low strength for roads and streets are limitations, and urban development is costly on the soils of the Pullman unit that have high shrink and swell potential.
The corrosion point is one almost nobody raises and it matters to us. A steel post base set in ground with a high corrosion risk to uncoated steel is a long-term problem hidden below the concrete. Galvanised or coated hardware, and a base that holds the post above standing water, are the ordinary answers.
On the record
The one verified town-specific event we found for Vega is unusual and revealing. On 16 March 2014 the National Weather Service logged a local storm report at Vega for a dust storm, with vehicle accidents along Farm to Market Road 1061 due to near zero visibility in blowing dust, reported by law enforcement.
We found no hail, wind or tornado report specific to Vega with a measured value, and we will not present a regional event as a local one.
Blowing dust is a real design input here even so. Grit in the air is what wears the moving parts of a louvered roof, what abrades a coating, and what accumulates in the track of a screen door. It is an argument for simpler mechanisms out on the open plains.
The market
Vega sits at the junction of Interstate 40 and US 385. Route 66 was commissioned through here in 1926 and brought tourist courts and traveller facilities before I-40 superseded it. The name is Spanish for plain or meadow, which is apt: this is the flat, treeless High Plains surface at over 4,000 ft, higher than Amarillo itself.
Median household income is $78,125 and median home value is $131,000, with owner occupancy at 75.0 percent. Be careful with the population figure: the ACS five year estimate is 1,086 with a margin of plus or minus 209, while the 2020 Census counted 879. We quote both rather than choosing.

We could not verify either way. Vega is an incorporated city but we could not locate a municipal website, and no building permit programme, adopted code edition, ordinance number, fee schedule or building official could be confirmed.
That is not the same as saying no permit is required. State law makes the IRC the residential building code inside a Texas municipality regardless, and the absence of a website is not the absence of a permit counter. We phone City Hall before quoting.
