White Deer is an incorporated town, incorporated in 1921. We could not locate a municipal website, the county site links no city pages, and the obvious domains do not resolve. Building permit programme, adopted code edition, ordinance number, building official and fee schedule are all unverified.

As with the other small towns here, that means one thing only: nothing is published. It does not mean no permit is required. Texas Local Government Code section 214.212 makes the IRC the residential building code inside any Texas municipality, so the code applies whether or not there is a desk enforcing it.

The ground

The survey takes two reference profiles from just outside town

The 1962 Carson County soil survey maps five associations: Pullman-Randall on the High Plains, and Mansker-Berthoud loams, Mansker-Berthoud fine sandy loams, Berthoud-Potter and Likes-Tivoli on the Rolling Plains.

It names White Deer twice, both times as a tie point for type location profiles: a Church series profile about two miles east of White Deer, and a Lofton profile about a mile and a half east. So Church and Lofton are mapped immediately east of town. The exact unit under the townsite itself the survey does not state.

The shrink and swell observation in the 1962 survey attaches to Randall clay, where the characteristic micromounded and pit relief, known as gilgai, is described as caused by the swelling and shrinking of the soil. The modern Randall series description is explicit: cracks one to five centimetres wide extending from the surface past a metre, open for ninety or more cumulative days a year, slickensides between 43 and 208 cm, and a coefficient of linear extensibility above 0.07.

Randall clay occupies the playa basins rather than the townsite, which is a real and useful distinction. A lot on the flat is one design; a lot at the edge of a playa is another.

Dated snow, and tornadoes without dates

The one dated, measured, town-specific report we could verify is a snowfall: 3.5 inches at White Deer on 24 January 2023, still falling at the time of the report, logged by a National Weather Service employee.

The historical record notes tornadoes at White Deer in 1947 and 1951, but without dates or measured values, so we are not going to present those as dated events. No hail, wind or tornado report with a measured value could be verified for the town.

White Deer is named for White Deer Creek, so called because, according to local legend, someone saw an albino deer drinking there. A statue of a white deer stands on a concrete pedestal in the middle of the town's main intersection.

The town was settled in 1882 by the British-owned Francklyn Land and Cattle Company, saw significant Polish immigration in 1909, and boomed after the 1919 gas and oil discovery to about 3,000 people by 1928 before a disastrous fire in 1931 and the Depression cut it back.

Median home value is $116,700 and median household income is $87,292, but both carry very wide margins of error, plus or minus $58,516 and $32,888 respectively, so neither should be treated as precise. Owner occupancy is 75.1 percent. The 2020 Census counted 918 people, while the ACS five year estimate is 1,191; we use the census count where a defensible single number is needed.
