A 190 foot cross, a leaning water tower and the highest owner occupancy of any town in this service area, out on flat ground east of Amarillo.
No obligation. Every estimate starts at the house, looking at the slab, the wall you would attach to and where the afternoon sun actually lands.

Every figure below comes from a named public source. Where we could not verify something, this page says so instead of filling the gap.
Population from 2020 Census count. Design wind and snow from ASCE 7-16 wind and snow hazard data; permit and code details from each jurisdiction's own published material.
Permits
We confirm the current position for your specific address before quoting. Fee schedules and code adoptions change, and a page that was right last year is not a substitute for asking.
Groom is an incorporated town, incorporated in 1911 when its population passed 250. We could not locate a municipal website, and no building permit programme, adopted code edition, ordinance number, fee schedule or building official could be confirmed.
The statement we can make is narrow: nothing is published. The statutory position under Texas Local Government Code section 214.212 still makes the IRC the residential building code inside the municipality. Confirm the practical requirement with the town before assuming there is none, which is what we do before quoting.
The ground
Groom sits on the High Plains surface in Carson County, which the 1962 county survey maps as Pullman-Randall association country, alongside four Rolling Plains associations elsewhere in the county.
The survey does not mention Groom by name, so the specific unit under the town is not established. The county's dominant High Plains soils are Pullman, with a linear extensibility of 6 to 9 cm in the top metre and cracks 5 mm or wider extending from the surface to 84 cm, and Randall clay in the playa basins, which is more extreme again.
At 3,252 ft Groom is the lowest of the eastern towns we serve, and the ground here is genuinely flat. Flat ground is easy to build on and unhelpful for drainage, so on a Groom job the slope away from the house and where the water goes at the edge of the slab get more attention than they would on a graded lot.
On the record
Two dated, measured, town-specific reports could be verified, both winter events: 4.5 inches of snow at Groom on 24 January 2023, reported by a trained spotter, and 1 inch on 9 March 2025, also from a trained spotter.
No hail, wind or tornado report with a measured value could be verified for Groom itself. What is on record nearby is a tornado southwest of Groom in Armstrong County on 13 March 2021 at 5:02 pm, part of an eight-tornado day across the Panhandle.
The market
Groom has the highest owner occupancy in this service area at 84.8 percent, with 196 owner-occupied units among 231 occupied. Median household income is $67,917 and median home value is $93,900, the lowest here but with the tightest margin of error among the small towns at plus or minus $13,135.
The town was established in 1902 on the Chicago, Rock Island and Gulf Railway and named for B. B. Groom, the first general manager of the Francklyn Ranch. In 1928 it paved its main street and installed water, electricity and natural gas.
Two landmarks make Groom recognisable from the interstate. The 190 foot Cross of Our Lord Jesus Christ, erected in 1995 and described as perhaps the largest cross in the northern hemisphere, is visible for miles across the flat plain. And the leaning water tower at a former Route 66 truck stop is a deliberate roadside curiosity.
What we build here
Open rafters or a freestanding solid roof out in the yard. Different footings from an attached cover, and no ledger problem at all.
What it involves →A roof over the slab you already have. Aluminium, insulated panel or louvered, engineered for 108 mph wind and anchored for uplift.
What it involves →Slab and cover together, where there is no usable patio yet. One pour, one structure, one set of footings designed as a whole.

We could not verify. Groom is an incorporated town but publishes no municipal website, code adoption, permit programme or fee schedule that we could find, and no building official is listed.
Nothing published does not mean nothing required. State law makes the IRC the residential building code inside a Texas municipality, and we confirm the practical position with the town before quoting.
It is the thing to get right. Groom sits on genuinely flat High Plains surface at 3,252 ft, which makes construction straightforward and drainage entirely dependent on what you build in.
On a flat lot the slab slope away from the house, and where water goes once it leaves the slab, matter more than they do on a graded site. A patio that returns rain toward a foundation on Pullman clay is a problem you will meet again.
Carson County's High Plains association is Pullman-Randall. The 1962 survey does not name Groom, so the specific unit under the town is not established.
Pullman runs a linear extensibility of 6 to 9 cm in the top metre and cracks from the surface to 84 cm when dry. Randall clay in the playa basins is more extreme again. Where the mapping is uncertain we design the footing for the more demanding case.
