Water gets the same treatment. A sink needs supply, waste and, in a climate that freezes at 3,604 ft, an isolating valve and a drain point so the run can be emptied. That is a small fitting and an expensive omission.

The appliances
Grill tier is the biggest single swing. Cut-out sizes are not standard either, so the appliances get chosen before the counter is built rather than after.
Distance from the meter
Trenching, sleeving under concrete, correct sizing for the total appliance load, and a pressure test. Distance costs money rather than feasibility.
Countertop material
Tile is inexpensive with grout as the maintenance item. Granite and quartzite hold up to sun. Engineered quartz generally is not recommended for full sun because the resin binder can discolour.
Whether it is under cover
Under a roof the appliances stay dry and the cabinetry can be less aggressive about weathering. In the open everything has to survive blowing rain, hail and full sun.
Plumbing or no plumbing
A sink adds supply, waste, a trap and vent, and a winterising valve. Some households sensibly skip it entirely.
Sequence
Everything in the trench before the pour costs materials and a few hours. The same work after the pour means cutting a slab you have just paid to finish.

Does an outdoor kitchen need a permit in Amarillo?
